This issue is caused by a timing problem in the Windows Network Driver Interface Specification (NDIS) driver. The problem does not occur on systems with a CPU rated at 2.1 GHz or lower. Just "ghosted" a DELL Optiplex windows 95 pc into a VM (ESX 3.0.1). When we power on the VM it gives Windows 95 spalsh screen and seems to boot but stops with "Windows Protection Error".
