There is no hardware acceleration available for fq_codel in existence. If you are okay giving up anti-bufferbloat measures, there is embedded hardware capable of doing 1Gbps that is also supported by OpenWRT, but I do not know of any that can do 1Gbps when running OpenWRT for lack of hardware acceleration support.
